Pune Metro Phase II: approximately ₹13,500 crore across four expansion corridors

The foundation-stone milestone on 3 November shifts attention to the delivery interfaces of lines 2A, 2B, 4 and 4A. The separately inaugurated Line 3 belongs to the operating-network story, not the fresh Phase-II procurement pipeline.

The executive brief

The decision in front of the business.

Build a corridor-by-corridor package and interface register; keep the Phase-II investment separate from Line 3 and from individual contract awards.

01The 2 November programme announcement valued Phase II at approximately ₹13,500 crore. PMO’s subsequent 3 November release confirms that the inauguration and foundation-stone event took place.

Development context

The facts that shape the opportunity.

Lines 2A and 2B

The Vanaz–Chandani Chowk and Ramwadi–Wagholi/Vitthalwadi extensions total 12.75 km and 13 stations. The 25 June 2025 Cabinet approval recorded ₹3,626.24 crore and Maha-Metro as implementing agency.

Lines 4 and 4A

The Kharadi–Khadakwasla and Nal Stop–Warje–Manik Baug corridors total 31.636 km and 28 stations. The 26 November 2025 approval recorded ₹9,857.85 crore, with Maha-Metro responsible for implementation.

Separate operating milestone

The same November programme included inauguration of Line 3, valued at approximately ₹8,300 crore. The combined ceremony figure of around ₹21,800 crore is not a single available construction procurement.

TLGS assessment

Commercial and operating implications.

TLGS perspective — organise around packages, not ceremony totals

A useful industry map connects each corridor with civil works, stations, utilities, traction power, communications, fare systems, vertical transport, safety systems and passenger access. The map should record the actual implementing entity and purchasing package before describing participation as available. The foundation ceremony is an execution milestone, not evidence that every systems or civil package remains unawarded.

Manage corridor interfaces early

Metro delivery depends on the interfaces between alignment, land access, utilities and existing urban services. A prospective contractor or supplier should assess interface responsibility, approved drawings, access sequencing, milestone payments and testing obligations together. The commercial risk is often at the boundary between packages rather than inside a single equipment specification.

Use one phase value in investment rankings

The approximately ₹13,500-crore announcement is the Phase-II reference value. Earlier corridor approvals provide a dated cost breakdown; they should not be added again as independent investment opportunities. Line 3 should remain a separate operating-asset context, with its own owner and procurement arrangements.
