1. Match the qualification to the assignment
Assess comparable infrastructure experience, financial requirements, key-personnel criteria and the admissibility of association arrangements clause by clause. Distinguish general civil-design experience from the particular references demanded by the RFP. An eligible lead and a technically capable specialist do not automatically form an eligible consortium: confirm how experience, responsibility and participation are evaluated before presenting the team.
2. Organise a site-by-site delivery architecture
Build the work plan around the locations, surveys, investigations and deliverables required by the assignment. Identify what can be standardised and what needs site-specific assessment. Create one controlled data and review system across the sites so that findings are comparable and design assumptions remain traceable. A repeatable reporting template should support professional judgement, not conceal differences in local operating and construction conditions.
3. Connect engineering with the intended community use
In preparing the technical approach, examine the service that the proposed infrastructure is meant to support and the interfaces that determine whether it can be used. Assess landside access, loading arrangements, operating responsibilities and relevant users through the scope permitted by the client. The commercial value of a DPR is its ability to support a practical investment decision, not only to produce a technically plausible structure.
4. Price dispersed mobilisation realistically
A field-cost model should include travel, equipment mobilisation, accommodation, specialist deployment, local access coordination and any repeat visit needed to complete the specified evidence. Sequence activities to reduce avoidable remobilisation without compromising investigation quality. Test the plan against access interruptions and competing personnel commitments. Underpricing the field programme can erode both margin and the quality of the final submission.
5. Prepare focused pre-bid questions
A useful question identifies the relevant clause, the unresolved point, its delivery or pricing consequence and the clarification sought. Prioritise uncertainty in site information, investigation responsibility, deliverable acceptance, approvals interfaces and payment milestones. Avoid asking the client to design the bidder’s methodology. Incorporate formal answers into the technical offer and financial assumptions through a single amendment register.
6. Allocate approvals and stakeholder interfaces explicitly
The proposed work plan should distinguish preparation of information, facilitation of consultations and the competent authority’s approval decision. Identify the inputs required from the client and the actions expected of the consultant under the contract. Record land, access, utility or environmental interfaces relevant to the proposed sites, with responsibility and timing. A report that depends on unresolved third-party inputs should make that dependency visible in the execution schedule.
7. Govern quality, acceptance and payment together
Set internal review gates for data, option assessment, design coordination, quantities and the final report. Align each submission with the contractual acceptance evidence and payment mechanism. Consortium terms should specify responsibility for corrections and rework, including after a lead submission has been made. The bid decision should combine technical confidence with a cash-flow model that can sustain the full review and acceptance cycle.
