The executive brief
The decision in front of the business.
01Tender 2026_TCIL_290900_1 concerns construction and operation of a data centre at Sector 164, Noida, under a Design–Build–Finance–Operate–Transfer model.
02The current public calendar records submission by 29 October at 15:00 IST and opening on 30 October at 15:00. The recorded pre-bid and clarification milestones occurred on 6 and 8 October respectively.
03The ₹1-crore figure is EMD, not project capex. The listing does not establish computing capacity, land area, guaranteed demand or the concession's operating tenure; a 730-day work-period field is not that tenure.

TLGS assessment
Commercial and operating implications.
Validate rights and utility dependencies before valuing the project
A data-centre investment model should establish the precise development right, site conditions, permitted use and responsibility for enabling infrastructure. Power, connectivity and other resource commitments need documented counterparties and delivery conditions. An investor should identify which dependencies it controls, which rest with public or third-party bodies and what contractual relief applies when they are delayed or changed.
Connect the demand case to the financing structure
Model customer acquisition, occupancy or service uptake, pricing, operating expenditure, financing and technology-renewal assumptions using the actual concession. Test downside cases rather than capitalise an unverified revenue assurance. A technically credible facility is not automatically a bankable transaction; lenders and investors will need consistent project rights, cash-flow assumptions, completion arrangements and enforceable commercial obligations.
Treat handback as an investment obligation from the outset
The concession's actual duration, transfer conditions, asset state, data and software rights and continuity requirements influence the economics of maintenance and refresh expenditure. These should be assessed before settling the developer–operator partnership. Distinguish construction-period fields from operating tenure and record the relevant contract clause for each assumption. A DBFOT label is a delivery model, not a complete risk allocation.
