The executive brief

The decision in front of the business.

Build an exploration and technology consortium around block-specific economics and environmental obligations.

01Build an exploration and technology consortium around block-specific economics and environmental obligations.

02Exploration risk, offshore recovery capability and commercial mineral processing must be assessed together. A licence auction creates an entry route; it does not establish reserves, a bankable mine plan or an assured offtake market. Investors should use the block dossiers to define technical work and staged capital commitments.

TLGS assessment

Commercial and operating implications.

Commercial implications

Exploration risk, offshore recovery capability and commercial mineral processing must be assessed together. A licence auction creates an entry route; it does not establish reserves, a bankable mine plan or an assured offtake market. Investors should use the block dossiers to define technical work and staged capital commitments.

Participation and execution

Indian investors, offshore specialists and technology providers can structure partnerships around exploration, seabed characterisation and responsible extraction. Equipment and processing suppliers should map the licence holder and its later procurement rather than treat the auction as an equipment order.
