How can national programmes account for uneven access within a state?
Policy in focus
NITI Aayog describes the Aspirational Districts approach through convergence of central and state schemes, institutional collaboration and measurement of incremental progress across development indicators.
Bharat Pulse assessment
State-wide averages are a weak guide to where an intervention is most needed. In a regional-development assessment, travel time, service reliability, language access and the capacity of local institutions should sit beside expenditure figures. A new facility may add little value if staffing, transport or the operating budget is missing.
Bharat Pulse favours a practical last-mile lens: identify the specific service gap, the responsible institution and the recurring resources needed to close it. For industry and development partners, this improves the design of skills, connectivity and community-support initiatives. Outcome dashboards can aid accountability, but local validation is necessary to prevent improvements on paper from standing in for improvements experienced by people.
