Mumbai’s Victoria Dock marina: a 45-year waterfront concession with a defined marine–landside split

Mumbai Port Authority’s ₹922.67-crore project combines a protected marina with hospitality, yacht services and waterfront activity. The concessionaire’s investment case must distinguish the marine works already commenced by the Port from landside development, later berth expansion and long-term operations.

The executive brief

The decision in front of the business.

Model the concession’s revenue share, development obligations and operating costs against the precise Port-delivered and concessionaire-delivered facilities.

01The official 21 October announcement identifies a 45-year Design, Build, Finance, Operate and Transfer concession at Victoria Dock, with capacity for 604 yachts at full development.

02Mumbai Port Authority has commenced the Phase-I marine works. The concessionaire is to develop landside facilities, expand berthing beyond Phase I, operate and maintain the marina and transfer the assets at the end of the concession.

03The bid variable is the percentage share of Gross Revenue payable to the Port. A single entity or a consortium of up to four members may participate under the RFP.

Development context

The facts that shape the opportunity.

Physical scope and responsibility split

The protected water area is 37.3 hectares. Phase I provides approximately 424 berths, within an ultimate 604-berth marina. Port-initiated works include a piled breakwater with an approximately 150-metre approach trestle, six piled service platforms, floating pontoons and gangways, and capital dredging. The announcement records environmental and CRZ clearances for the entire project area.

Landside facilities and commercial uses

The proposed facilities include a marina terminal, sailing school, yacht club, yacht repair yard at Haji Bunder, dry stack, fuel station, five-star hotel, tourism business centre, food-and-beverage and retail zones, and a boat-show and events ground. These are planned concession facilities, not separate awarded packages.

Bidding architecture and dated milestones

The announced process is a single-stage, two-envelope e-tender, with the highest Gross Revenue percentage share determining the preferred bidder. Pre-bid queries are due by 28 October; pre-bid meetings are scheduled for 30 October and 25 November; bids are due on 15 December 2026. The announcement identifies the RFP, draft concession agreement and feasibility report on the procurement portal.

TLGS assessment

Commercial and operating implications.

Revenue-share bidding requires an integrated operating model

A bidder should connect berth utilisation, yacht services, hospitality and commercial facilities with phased investment, operating expenditure and the Gross Revenue definition in the concession agreement. A higher quoted share is sustainable only if the demand, cost and funding assumptions support it. The official project estimate is not a forecast of concessionaire revenue or a guaranteed investor return.

The marine–landside interface is a diligence priority

Port-executed marine works and concessionaire-delivered facilities create interdependent milestones. Diligence should establish access, readiness, handover, maintenance and delay responsibilities, as well as the remaining permissions for each proposed use. The announcement’s clearance statement should be reconciled with the instruments and conditions applicable to the bidder’s actual facilities.
