The policy question

Can capital works deliver reliable water services without an equally clear maintenance and finance plan?

Policy in focus

MoHUA’s March 2023 explanation of AMRUT 2.0 describes a water-security approach involving city water action plans and financial sustainability within the 2021–26 programme.

Bharat Pulse assessment

The analytical question is how a city connects source sustainability, treatment, distribution and service reliability. A new pipeline or plant should be tested against staffing, power costs, leakage control, operating revenue and the quality of underlying demand estimates. These considerations help distinguish capacity added from a service that can be sustained.

Bharat Pulse’s view is that project preparation should make institutional responsibilities visible before procurement. Data quality and realistic maintenance assumptions are central to both public outcomes and contractor risk. The cited programme is a dated framework reference, not an announcement of a new allocation. The participant’s wider administrative experience provides context; this article does not assign him a current water-resources posting or imply involvement in a particular project.

Maritime finance: distinguish SMFCL lending, MIF fundraising and interest support

The October update separates lending already sanctioned or disbursed from future fund-closing targets and operating interest-support arrangements. Maritime sponsors need to identify the financing instrument that fits their project, rather than treat the combined programme figures as immediately available capital.

Mumbai’s Victoria Dock marina: a 45-year waterfront concession with a defined marine–landside split

Mumbai Port Authority’s ₹922.67-crore project combines a protected marina with hospitality, yacht services and waterfront activity. The concessionaire’s investment case must distinguish the marine works already commenced by the Port from landside development, later berth expansion and long-term operations.
