How should rural-road investment be judged after the ribbon-cutting?
Policy in focus
The Cabinet approved PMGSY-IV for FY 2024–25 to FY 2028–29 to extend all-weather connectivity to eligible unconnected habitations, with a defined programme framework for implementation.

A road’s public value depends on reliable access to markets, education and healthcare, not only the length built. Drainage, maintenance arrangements and the ability to remain serviceable in difficult conditions should form part of the investment appraisal. Physical completion and dependable connectivity are related but different outcomes.
