The policy issue extends beyond whether an operator possesses a licence. The booking screen, fare explanation, cancellation process and complaint route are where passengers and drivers experience the regulatory framework. A business should map each relevant obligation to the actual operating process, while checking the applicable state instrument rather than assuming one national announcement settles every local question.
