The executive brief
The decision in front of the business.
01DVC’s open QCBS invitation concerns tariff functions and miscellaneous regulatory work on retainership, not construction of a new power asset.
02The 14 October corrigendum supersedes the earlier deadline: the recorded submission is now 22 October at 14:00 IST, with opening on 23 October at 14:30 IST.
03Tariff preparation requires traceable engineering, financial and contractual inputs, with the responsible regulator and applicable procedure identified matter by matter.

Commercial and operating implications.
Tariff evidence is a business-management responsibility
A utility’s regulatory file should reconcile expenditure, asset records, operating information, contracts, prior orders and financial statements. Technical and finance teams should work from a controlled baseline with clear responsibility for explanations and revisions. The quality of that evidence affects how efficiently a petition, review or reconciliation can be prepared; retaining an adviser does not remove the utility’s accountability for its underlying records.
Separate a claim from an allowed revenue and a cash receipt
Regulatory submissions, decisions, billing and collection are different stages. Management and lenders should distinguish the amount sought from the amount allowed and the timetable for recovery. Material issues should be mapped to the applicable regulation, contract and order rather than assigned an assumed recovery rate. Commercial scenarios should identify both the evidence supporting them and the decision still required.
Structure a practical advisory work programme
Define the relevant filings and assignments, responsible specialists, deliverables, data dependencies, review stages and confidentiality arrangements. A qualified pursuit should reconcile the full eligibility and scoring requirements with actual personnel and references. An open invitation does not establish TLGS’s or a proposed partner’s qualification, and a retainership should not be portrayed as a guaranteed outcome before a commission or court.
