A metro-infrastructure opportunity involved interdependent civil, station, depot and building-services packages. The participating enterprise needed a clear understanding of the works boundary, procurement interfaces and the commercial framework supporting its tender participation.

Package boundaries and interfaces

The allocation of civil, architectural and MEP responsibilities had to be made clear, including the distinction between the contemplated scope and separately handled systems.

Milestones and enforceability

Commercial triggers, oversight and dispute-resolution provisions needed to work together, rather than create uncertainty about responsibility or payment at successive stages.
