Industry-led ITI modernisation links Surat and Visakhapatnam training capacity with manufacturing demand

The agreed government–industry structure connects nine ITIs with AM/NS India and its academic partner. The next commercial questions concern training infrastructure, equipment, instructor capability and measurable industrial outcomes—not selection of a new lead industry partner.

The executive brief

The decision in front of the business.

Position for defined implementation and training outcomes within the agreed partnership, rather than an assumed open government-industry selection.

01The partnership covers five government ITIs in Surat and four in Visakhapatnam.

02AM/NS India is the identified industry partner, with NAMTECH supporting academic and technical delivery; the announcement provides for dedicated SPVs to be established.

03Infrastructure and equipment should be assessed alongside curricula, instructor capability, practical learning and employability outcomes.

Development context

The facts that shape the opportunity.

Agreed ownership and investment framework

The 12 October Ministry release records signed shareholders’ agreements involving DGT, the two state governments and AM/NS India. The SPV structure allocates 51% to AM/NS India and 24.5% each to the Centre and the respective state. The approved cluster investment is approximately ₹440 crore, comprising ₹240 crore for Surat and ₹200 crore for Visakhapatnam; these are distinct from the national PM-SETU scheme outlay.

TLGS assessment

Commercial and operating implications.

Equipment procurement should follow the learning model

A workshop specification should reflect the competencies to be taught, the learner volume, instructor preparation, safety and maintenance requirements. Installation alone is not a successful training outcome. Suppliers should define commissioning, instructor familiarisation, support, consumables and acceptance in a way that makes the equipment usable throughout its operating life.

Identify the actual implementation counterparty

The shareholders’ agreements establish a governance framework, while the SPVs’ constitution, authority and purchasing arrangements determine individual transactions. A business should verify who can commission the work and approve the deliverable. The public announcement does not reopen the lead industry partnership or prove that all prospective packages are currently available.

Measure the link to industrial demand

A credible programme connects occupational demand, course design, practical exposure and placement or progression evidence. Employers and delivery partners should agree the outcomes being measured and the responsibilities for data and follow-through. This makes the workforce investment relevant to manufacturing productivity rather than solely an infrastructure-spending exercise.
