The executive brief
The decision in front of the business.
01The 12 October joint statement expressly discusses progress since CETA entered into force, rather than a negotiation-stage agreement.
02The statement records use of eCoO 2.0 on a self-certification basis and tariff-rate-quota imports; each transaction must still meet its applicable requirements.
03Committees, working groups, contact points and utilisation reviews provide an implementation channel—not an automatic waiver of standards, origin rules or procurement conditions.

The facts that shape the opportunity.
What JETCO records
The 16th JETCO joint statement reports more than 50 Indian consignments on the agreement’s first day, initial origin certificates through eCoO 2.0 on a self-certification basis and the first cars cleared under a tariff-rate quota. The two sides agreed to establish implementation committees and contact points and exchange utilisation data annually beginning one year after entry into force.

Commercial and operating implications.
Translate a preferential schedule into a commercial quote
Identify the product classification, destination treatment, applicable staging or quota and the rules governing the shipment. Build the origin analysis around actual materials, production and records. A bilateral implementation announcement can identify the opportunity, but it cannot replace the agreement schedules and customs instruments needed to calculate a specific duty or demonstrate eligibility.
Make self-certification evidence-led
Map the legal entity making the declaration, authorised personnel, product-origin calculations, supplier evidence, document retention and response to verification. A self-certification route is an administrative mechanism, not freedom to assert origin without supporting records. Align commercial and logistics documentation so that the preference case remains consistent through shipment, clearance and later review.
Use the implementation channel to resolve defined problems
Prepare specific evidence of a procedural bottleneck, classification question or difficulty using the agreed preference. Distinguish the responsible customs or regulatory process from broader business-to-business cooperation. Services and public procurement should likewise be assessed against their actual coverage, qualifications and transaction conditions rather than treated as unconditional market access.
From insight to action
Priorities for leadership.
Exporters and importers
Create a product-level tariff, origin, quota and documentation matrix before revising prices.
Trade and market-entry teams
Develop qualified customer and partner routes and a documented implementation-issue register.
Project and policy milestones
What changes the next decision.
Committee arrangements, customs implementation, utilisation evidence and product-specific issues affecting the client’s actual transactions.
