GST credit and refund proposals: prepare the expenditure map before changing the cash-flow model

The recommendations address blocked credits and refund design for infrastructure and industrial businesses. The useful response is an expenditure-level applicability and documentation exercise, with proposed benefits separated from existing rights.

The executive brief

The decision in front of the business.

Classify the expenditure, credit and refund route before estimating any benefit from the proposed changes.

01A recommendation does not itself permit a new credit claim or refund application.

02Asset credits, input-service refunds, capital-goods refunds and provisional processing are different mechanisms.

03Proposed dates are conditional on implementation and should not be treated as confirmed commencement.

Development context

The facts that shape the opportunity.

The selected proposals

The Council recommended wider credit eligibility for telecom towers and pipelines outside factories and risk-based provisional refunds up to 90% for eligible zero-rated and inverted-duty claims. Proposed inverted-duty changes include input-service credits availed after 1 November 2026 and capital-goods credits after 1 April 2027, with capital-goods refunds spread over 60 months, subject to implementation.

TLGS assessment

Commercial and operating implications.

Build the expenditure and evidence register

Map asset type, use, procurement date, invoice, credit treatment and the relevant return or refund process. The benefit of a reform depends on the enterprise’s actual expenditure and tax position, not only its sector label. A consistent register lets finance and tax teams distinguish newly relevant expenditure from amounts already accounted for or claimed.

Separate entitlement from timing

A credit eligibility change, a broader refund base and a faster provisional release can affect cash flow differently. Model each mechanism separately and keep a current-treatment case alongside any conditional scenario. Provisional processing should not be assumed to eliminate verification, documentary responsibilities or adjustment risk.

Prepare operations without prematurely changing compliance

Improve invoice traceability, purchase classification and reconciliation while the implementing instruments develop. Review supplier and contract documentation where it determines the tax evidence. The company can become operationally ready without asserting a new legal entitlement before the final scope and dates are established.
