Eligibility and the financial record
The matter required analysis of the relationship between net-worth eligibility, the treatment of balance-sheet items and the documents submitted at successive stages of the process.
TLGS Group · Fintech & payment aggregation
Regulatory-defence and appeal preparation for a payment-services enterprise, connecting authorisation requirements, audited financial evidence, systems assurance and procedural fairness.
The challenge
An authorisation decision turned on both the financial presentation of the business and the regulator’s assessment of readiness. Audited accounts, asset classification, systems-audit material and the sequence of submissions needed to be connected to the reasons communicated in the decision.
The matter required analysis of the relationship between net-worth eligibility, the treatment of balance-sheet items and the documents submitted at successive stages of the process.
The appeal raised questions about a meaningful opportunity of hearing, consideration of supplementary material and a reasoned assessment of the applicant’s case. These were grounds advanced, not findings attributed to the appellate authority.
The TLGS approach
TLGS’s work connected the earlier approval stage, subsequent compliance submissions, audit evidence and the impugned decision into a structured authorisation chronology.
Financial explanations were considered alongside systems and cybersecurity assurance, so that the appeal did not treat technology-readiness material and statutory eligibility as disconnected questions.
The submissions organised the applicant’s responses around the authorisation framework, the decision-making process and the relief sought through the applicable appeal route.
From advice to action
The solution was carried into an appeal-ready record: organised financial and audit materials, a structured account of the regulatory exchanges and grounds addressing both substance and procedure. It provided a practical basis for pursuing the challenge with the appropriate advisers.
An integrated authorisation and appellate submission. The published account does not claim that the appeal resulted in a licence or that the regulator accepted every contention.
The regulatory and commercial lens
The matter engaged the statutory authorisation process and the appeal route under section 9 following refusal under section 7. The scope of relief depends on the decision and the actual record.
RBI — Payment and Settlement Systems Act: authorisation and appeals ↗The regulatory record included systems-audit and cybersecurity material. The work examined that evidence; it was not a new technical certification issued by TLGS.
Public references explain the wider framework; the engagement account is drawn from TLGS’s records. Applicability depends on the facts, relevant instruments and procedural stage.
