The executive brief
The decision in front of the business.
01₹10,000 crore is the Government’s aggregate commitment to an AIF under the approved framework, not capex for one factory.
02The policy is directed at growth equity; debt repayment, grant eligibility and investment selection are different questions.
03Actual participation follows the fund’s implemented terms and investment process, not the approval headline alone.

The facts that shape the opportunity.
The approved financing architecture
The Cabinet’s 6 October announcement commits ₹10,000 crore towards the SME Growth Fund through an Alternative Investment Fund. It targets high-potential SMEs with demonstrated viability and scalability, with a majority allocation to manufacturing-focused small and medium enterprises. Technology, innovation, international expansion and strategic investment are among the stated growth purposes.

Commercial and operating implications.
Prepare the growth case before the funding request
Demonstrate the customer opportunity, competitive position, capacity requirement and route to profitable scale. Expansion expenditure should connect to a realistic demand case rather than a list of machinery. Investors need to understand the milestones the capital will fund, the management capacity to deliver them and what happens if sales or commissioning take longer than planned.
Equity requires governance and a return model
An investment-readiness exercise should reconcile ownership, related-party arrangements, financial records, key contracts, approvals and reporting. Examine dilution, investor rights, distribution and exit expectations alongside the proposed capital raise. The amount sought should be justified by the business plan and financing mix, not by the size of a public fund’s aggregate commitment.
Use capital to solve a defined commercial constraint
A manufacturer may require capacity, technology rights, product qualification, working capital or an acquisition to reach its target market. Each has a different execution and risk profile. Separate those needs and allocate the proposed funding accordingly. A technology partnership should also address implementation support and commercial rights so that capital expenditure results in usable capability.
