The executive brief
The decision in front of the business.
01The reserve is a bidding condition, not a certified market valuation or sanctioned construction cost.
02The stated area is provisional and subject to the transaction’s joint-survey provisions.
03Registration, technical submission and EMD precede the auction; the auction date is to be communicated after technical-bid opening.

Development context
The facts that shape the opportunity.
The offered asset and process
NLMC’s 9 October release identifies HIL’s approximately 5.119-acre industrial freehold parcel and ₹829.69-crore reserve. EMD is ₹16.60 crore. Registration, technical bid and EMD/BG close on 19 November at 14:00 IST; technical opening is 20 November at 16:00. The sale is offered on specified as-is and no-recourse terms.
NLMC / Ministry of Finance / PIB ↗Diligence and transaction milestones
The notice provides for a 3 November pre-bid meeting, a 23 November mock auction and later communication of the actual auction date. The provisional area is to be settled by joint survey. The H1 bidder bears a ₹24-lakh processing fee plus GST and applicable taxes.
NLMC / Ministry of Finance / PIB ↗TLGS assessment
Commercial and operating implications.
Start with the intended use
Industrial zoning, access, services and applicable development controls should be tested against the buyer’s business plan. Freehold tenure does not by itself establish permission for a particular redevelopment, change of use or building proposal. The diligence file should explain which rights are being acquired and which separate decisions are necessary to put the asset to productive use.
Price the complete transaction
Model acquisition consideration, applicable taxes and fees, site and infrastructure costs, approvals, financing and holding time. Assess how survey adjustments and the sale terms affect the final cash requirement. A competitive auction process does not remove the need for independent valuation and legal review; the board’s bid ceiling should remain grounded in the investor’s own downside-tested economics.
Control the move from qualification to completion
Confirm the bidding entity, authorisations, funding and deposit exposure before entering the process. Preserve the distinction between technical eligibility, winning the auction, payment, transfer and usable possession. A completion checklist should identify conditions, deadlines and remedies from the actual RFP rather than assume that an institutional seller supplies a turnkey development asset.
